Expert consulting for residential alcohol and drug treatment programs seeking state licensure, level of care designations, and comprehensive program development — backed by years of hands-on experience in California state licensing.
Clarity Behavioral Consulting was founded by a seasoned California state licensing professional with over seven years of hands-on experience across two major state regulatory agencies in the health and safety space.
Our founder's career includes experience reviewing Level of Care Designation Applications, conducting statewide onsite compliance reviews, and working through the full lifecycle of LOC designation processes for residential AOD programs — from facility walkthroughs and file reviews to interviews and technical assistance.
That expertise was further sharpened through a management role overseeing an entire state licensing application processing unit, supervising analytical staff, interpreting complex regulatory frameworks, and consulting with attorneys on compliance matters.

Our goal is simple: get your program licensed, designated, and compliant as efficiently as possible. We measure success by your approvals.
Having worked hand-in-hand with consulting firms and AOD programs across California, our relationships and reputation open doors for our clients.
From Health & Safety Code to CCR Title 9 to ASAM criteria, we don't just reference the regulations — we've worked with them firsthand from the state's perspective.
An AOD license from the state authorizes your facility to operate as a residential treatment program. A Level of Care (LOC) designation is a separate determination that certifies your program meets ASAM criteria for specific levels of care — such as 3.1, 3.3, or 3.5. You need the license first, then you apply for your LOC designation. Most programs pursuing Medi-Cal reimbursement will need both.
Timelines vary significantly based on how prepared your application is, facility readiness, and state processing volumes. A well-prepared program can expect roughly 4–6 months from application submission to approval. Incomplete applications or deficiency notices can add months. That's why proper preparation before submitting is so critical.
During an onsite review, a state reviewer will tour your facility, review client and staff files, interview staff and sometimes clients, and evaluate whether your policies, procedures, and services match what was represented in your application. They're checking that your program can deliver the level of care you've applied for. Preparation is key — this is one of the most important services we provide.
The American Society of Addiction Medicine (ASAM) criteria are the most widely used set of guidelines for patient placement, continued care, and transfer/discharge of individuals with addiction and co-occurring conditions. California requires residential AOD programs to adopt ASAM criteria or an equivalent standard of care for LOC designations. Your program's policies, staffing, and services must align with the ASAM level(s) you're seeking.
Start with a feasibility assessment — your facility, location, zoning, target population, and financial model all need to be evaluated before you invest in the licensing process. From there, you'll need to develop your program model, build out policies and procedures, hire qualified staff, and prepare your applications. We work with startup programs at every stage and can help you build a roadmap tailored to your situation.
Deficiency notices are common and don't mean your application is denied — they're requests for additional information or corrections. The key is responding promptly and thoroughly. If a designation is denied, there are steps you can take to address the issues and reapply. Having a consultant who understands the review process can help you resolve deficiencies quickly and avoid common pitfalls that lead to delays.
You're not required to hire a consultant — the process is open to anyone. However, the licensing and LOC designation processes are complex, detail-heavy, and unforgiving of mistakes. A missed requirement or poorly prepared application can cost you months of delays. Working with someone who has deep experience in the process helps you avoid costly errors, move faster, and submit a stronger application the first time.
Pick a time that works for you. We'll discuss your program's needs, where you are in the licensing process, and how Clarity can help.
